What is the Police Response time to highest priority calls?

Regarding the quote, “…if someone gets into your house, which would you rather have? A handgun or a telephone? You can call the police if you want; and they’ll get there and they’ll take a picture of your dead body.  But they cannot get there in time to save your live.  The first line of defense is you.”

As a police officer in one of the largest cities in the state of CA, all I can say is “yep.”  Our response times to ‘0’ priority calls (highest, life threatening, crime in progress) is about 3 minutes.  Cannot be everywhere.
